近几年来,在儿童少年工作领域里.出现了三优和三优工程新概念。所谓“三优”就是优生、优育、优教.它是儿童成长的需要,也是提高民族素质的需要。目前在我国生育方面每年有30万新生残疾儿童和72万低体重儿出生。在养育方面5岁以下儿童营养不良发生率高达21％.教育方面家庭和社会教育有走入“误区”现象.不利于儿童身心健康的成长。因此,三优工程是关系到中国在当今世界,特别是未来世界中占据何等地位的根本大事。海淀区是全国三优工程试点区之一,也是北京市唯一的试点区。为保证试点工作健康发展,1993年8月由区、局、妇联的领导及妇幼专家组成评估小组,深入海淀市区、乡村医院进行“三优工程”中期评估.本文重点介绍优育部分评估情况。1 资料来源与方法1.1 来源.抽查海淀区8个医院.其中5个市区医院,3个乡村医院.1.2 检查方法.一听(汇报),二查(原始资料),三看(观察现场、询问等)。优育组检查重点是:母乳喂养、母婴同室、新生儿访视、婴幼儿系统管理、体弱儿管理、健全三级保健网及健康教育宣传阵地等。1.3 检查原则.①实事求是。②科学性,指标、数据要符合学科要求。③统一性,不论医院大小,市区乡村评估采用统一标准。④相对性,根据“三优工程指导纲要”4类经济水平地区指标值对各试点区三优工作全?
