本标准为医疗机构执业必须达到的最低标准，是卫生行政部门核发《医疗机构执业许可证》的依据。少数地区执行本标准确有困难的，可由省、自治区、直辖市卫生行政部门根据实际情况调整某些指标，作为地方标准，报卫生部核准备案后施行。尚未列入本标准的医疗机构，可比照同类医?
This standard is the minimum standard that must be fulfilled for medical institutions to practice, and it is the basis for the health administrative department to issue the “Practice License for Medical Institutions”. If there are difficulties in accurate implementation of this standard in a few areas, the health administrative departments of provinces, autonomous regions, and municipalities directly under the Central Government may adjust certain indicators according to the actual situation and use them as local standards, and report them to the Ministry of Health for approval after being approved by the Ministry of Health. Medical institutions that have not yet been included in this standard can be compared with similar medical personnel.
