当前地方政府和有关单位在处理涉政公共事件时重事实层面,轻价值疏导;重现场处置,轻媒体舆论作用;重处理结果,轻处理过程;重上级帮助,轻自主组织决策;重领导个体能力,轻团队作用发挥;重事后处理,轻事前预防;重一时面子,轻长期危害;重法律政策,轻情理结合;重外部引导,轻内部统一;重个人问责,轻体制机制防范。为此,必须做到分清矛盾的焦点,把握处置方向;加强内外舆论引导,营造处置环境;关注细节、方法,提高处置效率;敢于担当负责,增强处置合力;法理情结合,融洽处置气氛;预防为主,建立有效的防范机制。
