牡丹江市保险办经过几年的不懈努力,在险种开设、基金收缴营运、加强自身建设等方面做了有益的探索,取得了长足的进展,在1996年全省机关事业单位社会保险系统目标考核评比中获得了第一名的好成绩。一、抓险种启动,以点带面,逐步深化,初步建立了养老、失业、工伤等险种齐全的社会保险格局。在养老保险方面,一是下大力抓了“面”上的工作,在吃透上级精神、大量调查论证、出台地方性政策的基础上,于1995年全面启动了自收自支和差额拨款
