刑事侦察工作,是公安机关一项十分重要的专业工作,在维护治安稳定中,肩负着极其光荣而艰巨的使命。改革开放以来,刑事犯罪活动日益严重、群众反映强烈。针对这一情况云南各级公安机关,不断采取措施,加强了同刑事犯罪的斗争,取得累累战果,维护了全省社会治安的基本稳定。在打击刑事犯罪活动中,刑警发挥了主力军的作用,经受了锻炼,刑侦组织和刑侦队伍也有所发展和提高。但是,当前刑事犯罪活动仍很突出,刑事案件特别是重特大案件上升势头过快,对社会危害很大。刑事犯罪活动增多,固然有着多方面的客观原因,而我们工作中存在的打击不力和防范不严的问题,也是一个重要原因。严厉打击和严密防范严重刑事犯罪,是同刑事犯罪作斗争的两个方面,二者相辅相成,缺一不可。公安机关打击犯罪、保护人民两大职能的发挥,很大程度上是通过侦破和预防刑事案件来实现的。因此,坚持打击与防范相结合,是公安工作的一项带全局性、长期性、根本性的方针,是促进社会治安良性循环的根本途径,是公安机关的职能所决定的。而要做到打击与防范有机结合,提高对付犯罪
