我国建设农村警务的必要性体现在:构建农村社区警务是建设社会主义新农村和构建社会主义和谐社会的需要,是农村派出所改革的要求和做好农村治安防控的需要。可行性体现为:在农村地区实施社区警务有很深厚的思想观念基础、物质基础和群众基础。建设农村警务要强化“以人为本、执法为民”的社区警务理念,采取因地制宜的原则,建立相应保障、评价和考核机制。
The necessity of building rural police in our country is reflected in the following. Constructing rural community police is the need of building a new socialist countryside and building a harmonious socialist society. It is the requirement of rural police station reform and the need of prevention and control of public security in rural areas. Feasibility is manifested in the following: There are profound ideological, material and mass foundations for implementing community policing in rural areas. The construction of rural police should reinforce the community policing concept of “people-oriented, law-enforcement for the people” and adopt the principle of local conditions to establish the corresponding guarantee, evaluation and assessment mechanism.
