The theory of party building in Marxism is a theory that is enriched and developed in constant innovation. The “three represents” are the product of the combination of practice and innovation. A very important issue to explore the law of the construction of the ruling party in the new century is how to realize the dialectical unification of the working class party and the fundamental representatives of the people so as to form a decision-making innovation mechanism that strives to explore the power of the people and concentrate science on science.
