客观上讲,以前我国进出口和利用外资规模的扩大主要得益于以下三个方面:第一,我国的国际贸易比较优势,尤其是劳动力成本优势比较明显;第二,中国有着巨大的市场潜力;第三,长时间较高的关税水平和市场准入限制措施。而在全方位、多领域,多层次开放的今天,无论从世界贸易组织的规则,还是从国际市场的竞争策略来讲,口岸通关效率已成为贸易
Objectively speaking, the expansion of the size of China’s import, export and utilization of foreign investment mainly benefited from the following three aspects: First, China’s comparative advantage in international trade, especially its labor cost advantage, is obvious. Second, China has a huge market potential Third, the relatively long tariffs and market access restrictions. Today, in the all-round, multi-field and multi-level opening up, the efficiency of customs clearance at ports has become a matter of trade, no matter from the rules of the World Trade Organization or from the competition tactics in the international market
