草原在我国生态环境保护和经济社会发展中具有重要战略地位,但是不合理的开发和保护投入不足,加之自然因素,草原存在严重的生态问题。为了遏制我国生态退化的总体态势,草原生态保护补助奖励机制便在主要草原牧区实施。内蒙古锡林郭勒盟生态区位优势明显,研究锡林郭勒盟草原生态保护补助奖励机制具有较大的借鉴意义。本文选取了锡林郭勒盟三个旗的嘎查进行实证调研并佐以实证研究,分析了锡林郭勒盟草原生态保护补助奖励机制,为草原生态保护补助奖励机制的新一轮实施提供一些思考。
Grassland plays an important strategic role in the protection of ecological environment and economic and social development in our country. However, due to inadequate investment in development and protection due to unreasonable development, combined with natural factors, grassland has serious ecological problems. In order to curb the general trend of ecological degradation in China, grassland eco-protection subsidy incentive mechanism will be implemented in the major grassland and pastoral areas. The advantage of Xilin Gol League in Inner Mongolia is obvious, so it is of great reference to study the rewards system of grassland ecological protection in Xilin Gol League. In this paper, we choose the Xilin Gol League three flags Gacha investigation and empirical research combined with empirical analysis of Xilin Gol League grassland eco-protection subsidies reward mechanism for grassland eco-protection subsidy incentive mechanism for a new round of implementation to provide some thinking.
