党的十七大报告明确指出:随着企业改革的深化、技术进步和经济结构调整,人员流动和职工下岗更加不可避免。广大职工要转变就业观念,提高自身素质,努力适应改革和发展的新要求。这就意味着在实施减员增效和再就业过程中必须进一步加强思想政治工作的力度,使下岗职工树立起一个全新的就业观念,从而使企业解困与再就业压力降低到极限状态。
The report of the 17th National Congress of the CPC made it clear that with the deepening of enterprise reform, technological progress and economic structural adjustment, staff turnover and laid-off workers are even more inevitable. The majority of staff and workers must change their employment concepts, improve their own quality, and strive to meet the new requirements of reform and development. This means that in the process of downsizing, efficiency and reemployment, we must further strengthen ideological and political work so that laid-off workers can establish a completely new concept of employment so that the pressure on enterprises to relieve poverty and reemployment can be reduced to the limit.
