在进入全面深化改革开放,加快调结构与转方式的攻坚期,探讨和研究有关中国先进制造业转型升级的要素保障,显得迫在眉睫。先进制造业是国民经济社会发展的主体力量,是经济结构转型升级的主战场和突破口。文章认为系统梳理有关中国制造业转型升级的要素保障,以人大立法的形式,研究制定稳定性更强的地方性法规,才能有效促进制造业发展,夯实制造强国建设基础。
It is imperative to explore and study the factor guarantee for the transformation and upgrading of China’s advanced manufacturing industry as we enter the crucial period of deepening the reform and opening up and speeding up the restructuring and transfer of modes. Advanced manufacturing is the mainstay of national economic and social development and the main battlefield and breakthrough in the transformation and upgrading of the economic structure. The article holds that systematically combing elements of the guarantee for the transformation and upgrading of China’s manufacturing industry, studying and formulating more stable local laws and regulations in the form of NPC legislation can effectively promote the development of the manufacturing industry and consolidate the foundation for building a powerful nation.
