大学生是青年人力资源库中的“精品”,高校人力资源开发的实质就是充分挖掘学生潜能,使其步入社会后能充分发挥创造性。高校共青团参与青年人力资源开发要克服机制不够完善、举荐人才的渠道不够顺畅、硬件不够等不利因素制约,就必须充分发挥共青团在长期工作实践中所形成的政治、组织与服务这三大强项优势,坚持铸造学生灵魂与才能的制度化、社会化、课程化、项目化以及校园文化建设等特色重点。
