江苏省滨海县民政局黄助海认为,村务公开这一制度在推进农村基层民主政治建设和党风廉政建设中发挥了积极作用。但在具体运作过程中,仍存在着一些带有普遍性的问题。概括起来,主要有以下“六多六少”: 一是事后公开多,事先公开少。少数村往往只是公开事后的结果,而对相应政策、计划及具体实施方案很少在事前向群众公开,不利于村民参政议政和实施监督。
Binhai County Civil Affairs Bureau Huang Zhuhai of Jiangsu Province believes that the system of making village affairs open has played a positive role in promoting the construction of grassroots democratic politics and building a clean government in rural areas. However, there are still some common problems in the concrete operation. To sum up, there are mainly “more than six, less than six”: First, there are more public affairs and fewer public announcements in advance. A small number of villages are often the result of public events. However, the corresponding policies, plans and specific implementation programs are rarely disclosed to the public in advance and are not conducive to the villagers’ participation in politics and the implementation of supervision.
