大阪市是城市化高度发展的城市,寝屋川流域出口处1988年防洪设计流量是1954年的4倍,尽管原有河道排水系统经多次改建扩大,但仍无法满足防洪需要。目前河道两岸高楼林立,道路密布,河道已不能再展宽以增加泄量。在这不得已的情况下,采取了上游修建滞洪调节池,中游开挖地下隧洞,下游增设蓄水调节池等措施。这些滞洪削峰防洪排涝工程,耗资巨大,还需增加管理运行费用等。结合北京市的城市防洪问题,作者从日本大阪市寝屋川流域城市防洪排水考察中得到了几点启发。
Osaka City is a city with a high degree of urbanization. The design flow for flood control at the exit of the Nei Doukawa River in 1988 was four times that of 1954. Although the existing river drainage system was expanded several times, it still cannot meet flood control needs. At present, there are many tall buildings on both sides of the river, and the roads are dense. The river can no longer be widened to increase the discharge. In this last resort, upstream detention dams have been built, underground tunnels have been excavated, and water storage adjustment ponds have been added downstream. These flood-fighting peak-cutting flood prevention and drainage projects are costly and require additional management and operating expenses. Combined with the urban flood control problem in Beijing, the author obtained some inspiration from the investigation of urban flood control and drainage in the Neiyagawa River Basin in Osaka, Japan.
