洪湖是江汉平原上最大的湖泊,以前由于不合理的开发利用和自然力的作用,洪湖沼泽化日趋严重,生物多样性明显下降,鱼类资源面临衰竭的危险。进入八十年代以来,“拯救洪湖”已成为大众的呼声.1987年,在广大专家学者进行大量调查试验的基础上,洪湖管理部门提出了建设“洪湖水产综合开发商品基地”的设想,获得了国家计委的批准.几年来,采取国家投资与地方自筹相结合的办法,建成鱼种基地3420亩,自然增殖放流站1300亩,蟹苗繁殖基地78亩以及渔政设施、饲料加工、名特优基地、生物饵料基地、圈养基地等项目。取得了良好的经济效益,社会效益和生态效益。
