北京二轻系统现有集体企业154个,职工64,000人,拥有流动资金和固定资产4.7亿元。1985年工业总产值为11.05亿元,实现利税2.1亿元,人均劳动生产率为17,325元,人均创利税3,248元,已经成为北京轻工战线的一支重要力量。从1984年起,先后恢复了各级手工业联社,提出按照集体经济的性质和特点办好集体企业,逐步在企业中恢复自主经营、自负盈亏、按劳分配、民主管理,普遍推行经济承包责任制。采取了一系列简政放权、搞活企业的措施。所有这些改革,对调动企业和职工的积极性、巩固和发展二轻集体经济,都起到了积极的作用,工业生产出现了持续、稳定、协调发展,速度效益同步增长的新局面。但是,在改革的新形势下,也出现了许多新情况和新问题,经过深入分析,归根结底是一个所有制的关系问题。调整和改革集体所有制结构,是推动集体经济体制深入改革的关键。为此,从去年9月份开始,在全系统集体企业中全面开展清理资产、划分归属的工作。

To this end, starting in September of last year, the work of clearing assets and dividing ownership has been carried out in an all-system collective enterprise.
