研究和探讨国有非营利性医院医疗卫生人员的薪酬分配制度，对提高医疗卫生服务质量和效率、进行合理的成本核算和定价、理顺医院及医务人员的补偿机制、控制医疗费用适度增长、促进卫生事业的健康发展具有重要意义。医院薪酬分配的目的在于通过合理的绩效评价与指标考核手段发挥经济杠杆的激励作用和导向作用。
