在知识经济高度发展的今天,国际竞争越发体现为高新科技的竞争,因而风险投资在带动国民经济持续高速发展,提高一国国际竞争力上,发挥着越来越重要的作用。针对我国的国情,政府在扶持风险投资时的角色应该是利用手中独占性的管理资源和制度设计资源,通过恰当的行为选择把精力放在风险投资发展所需要的外部环境和制度建设上,从而吸引民间资本的介入,让其在制度便利和约束下为行业的发展做贡献。
