在阿拉木图宣言发表十年之后的1988年3月,WHO邀请了22位高级医学卫生专家在苏联里加(Riga)召开会议,专门修订了“人人享有卫生保健”(HFA)的原则,提出了为实现HFA需采取的十项措施,简称为十项原则。一、将HFA列为世界各国至2000年及以后的永久性目标这次会议认为,阿拉木图宣言中强调的HFA是今后的一项永久性的目标,并建议制订一项长远性的战略规划,以保证这一目标延伸到21世纪及以后。
In March 1988, ten years after the announcement of the Alma Declaration, the WHO invited 22 senior medical and health experts to hold a meeting in Riga, Soviet Union, and revised the principle of “Health for All” (HFA). The ten measures that need to be taken to achieve HFA are abbreviated as ten principles. I. The HFA is listed as a permanent target for the countries of the world up to the year 2000 and beyond. The meeting believed that the HFA highlighted in the Alma Ata Declaration is a permanent goal in the future and recommended the formulation of a long-term strategic plan. To ensure that this goal extends to the 21st century and beyond.
