2002年12月10日,一位名叫黄杏初的广东农民发烧住进了医院。他是至今有据可查的第一位非典病人。自此,中国人开启了一段刻骨铭心的日子。因为非典,2003年春节前后的广东人心惶惶,市民涌上街头,排起长队抢购板蓝根冲剂、抗病毒口服液、医用口罩,甚至还有食用醋。因为非典,2003年4月20日,时任卫生部部长张文康、北京市市长孟学农因为隐瞒疫情被免职。因为非典,2003年9月22日,国务院新闻办举办第一期全国新闻发言人培训班;2005年3月,中共中央办公厅、国务院办公厅《关于进一步推行政务公开的意见》;2008年5月,《政府信息公开条例》实施。
