地热能是清洁环保的新型可再生能源,资源储量大、分布广,发展前景广阔,市场潜力巨大。积极开发利用地热能对缓解我国能源资源压力、实现非矿物能源目标、推进能源生产和消费革命、促进生态文明建设具有重要的现实意义和长远的战略意义。为促进我国地热能开发利用,国家能源局、财政部、国土资源部、住房和城乡建设部提出以下意见。
Geothermal energy is a clean and environmentally friendly new renewable energy resources, large reserves, widely distributed, broad prospects for development, the market has great potential. Active development and utilization of geothermal energy to alleviate the pressure on China’s energy resources to achieve non-mineral energy goals, promote energy production and consumption revolution, promote the construction of ecological civilization has important practical significance and long-term strategic significance. To promote the development and utilization of geothermal energy in China, the National Energy Administration, Ministry of Finance, Ministry of Land and Resources, Ministry of Housing and Urban-Rural Development put forward the following opinions.
