* In November 1991, the Ministry of Communications dispatched two environmental inspection teams for the first time to inspect the environmental protection work of some local transportation agencies (bureaus). * In December 1991, a delegation from the World Bank visited China asked the Ministry of Communications to provide China’s road environmental protection background materials.
