2003年8月5日发生的那一场水上特大燃油污染事故对于港航业内人士来说,至今记忆犹新:停泊在上海吴泾热电厂码头的“长阳”轮被一艘浙江船舶碰撞,导致“长阳”轮左舷船艉油舱破损,85吨燃油泄漏到黄浦江中。特大溢油污染事故直接威胁到距离不到20公里的黄浦江上游饮用水源保护区。时值酷暑,在交通部、上海市委、市政府的关心指导和组织指挥下,水上清污行动历时7天8夜,一时成为上海乃至全国关注的热点。清污行动最终取得了成功,但建立和完善水域溢油事故的应急体系、提升应急处置技术以及多方协同作战能力的问题迫切摆到了有关部门的面前。一年来,努力已经取得了成效。又是8月5日,上海海事局为此举行水域溢油事故的应急处置演习,以实战成功检验了上海海域船舶污染应急预案的可操作性和上海港溢油事故应急处置能力。

However, the establishment and improvement of the emergency response system for oil spill accidents in the water area, the enhancement of emergency response technologies, and the multi-lateral collaborative combat capability are urgently placed before the relevant departments. In the past year, efforts have yielded results. On August 5, Shanghai Maritime Safety Administration held an emergency disposal exercise for the accident of oil spill in the water area, and successfully tested the maneuverability of the ship pollution emergency plan in Shanghai area and the emergency response capacity of the Shanghai port accident in actual combat.
