学习型政府是由学习型组织的理论发展而来的,它强调了在知识经济时代政府提升自身学习能力的必要性。构建学习型政府对于政府适应不断变化的组织环境的制度化过程,对提高政府自身的竞争能力和执政能力具有十分重要的现实意义。因此,构建学习型政府是政府进行组织变革和创新的内在要求,也是提升政府自身学习能力和服务能力的有效途径。
Learning government is developed from the theory of learning organization, which emphasizes the necessity of government to enhance its learning ability in the era of knowledge economy. Building a learning government for the government to adapt to the institutional environment of the changing institutional process, to improve the government’s own competitiveness and ability to govern has very important practical significance. Therefore, building a learning-oriented government is an inherent requirement of the government for organizational change and innovation as well as an effective way to enhance the government’s own learning ability and service ability.
