1946年1月5日,国共两党达成《关于停止国内军事冲突的协定》,1月10日,两党正式签订停战协定,并颁布了停战令。为了贯彻实施停战令,监督、检查停战工作,国共双方决定成立一个军事调处机构,并由张群、周恩来签订了《国共双方关于建立军事调处执行部的协议》。按照这个协议,国共军事调处执行部设委员三人,一人代表共产党,一人代表国民党政府,另一人代表美国政府。美方代表被邀请充任主席。委员各有表决权及互商权。一切事宜,均须经三人一
January 5, 1946, the Kuomintang and the Communist Party reached an Agreement on Cessation of a Domestic Military Conflict. On January 10, the two parties formally signed the Armistice Agreement and issued a Truce Order. In order to carry out the Armistice Order, supervise and inspect the armistice work, the two parties decided to set up a military mediation agency and signed by Zhang Qun and Zhou Enlai the “Agreement between the KMT and the CPC on Establishing the Implementation Department for Military Mediation.” According to this agreement, there are three members of the executive commissioner of the military mediation of the KMT and the CPC, one representing the Communist Party, one representing the Kuomintang government and the other representing the U.S. government.
