在建立现代企业制度的今天,如何体现企业党组织的政治核心地位和作用呢?通过多年的实践和探索,我们认为在十四大党章规定的企业党组织五项职能中,最关键、最能体现党组织政治核心地位和作用的是“参与企业重大问题的决策”这一项。因此,我们在1993年拟订了《党委参与企业重大问题决策的议事规则》在所属企业中试行,1994年正式下达贯彻实施。在这个规则中,我们把党组织参与重大问题决策的范围和方式方法明确起来,作为企业领导班子决策的行为准则。
How to embody the political core status and function of the party organizations in the enterprise today when establishing the modern enterprise system? Through many years of practice and exploration, we think that among the five functions of the party organizations of enterprises stipulated in the 14th CPC Constitution, the most crucial and the most capable Embodying the core political position and role of the party organization is the one that “makes decisions on participating in major issues of the enterprise.” Therefore, in 1993, we formulated the “Rules of Procedure for Party Committees in Decision-Making on Major Issues of Enterprises,” which were piloted in their respective subsidiaries and formally implemented in 1994. In this rule, we clarify the scope and methods of party organizations participating in the decision-making on major issues as the code of conduct for the decision-making of business leaders.
