Since the reform and opening up, the development of China’s capital market has experienced 11 years of ups and downs. In particular, the development of the stock market has been maturing since it started to gradually regulate to more normative processes. Since October 1993, however, since the Central Party Committee and the State Council have made the stipulation that the leading cadres at and above the county (departmental) level in the party and government organs must not buy or sell stocks, thousands of party and government cadres have been kept free from the door of the stock market. In April this year, the ban on the sale of stocks by party and government officials was eased. The immediate cause and effect of the introduction of this tight-lipped regulation has caused widespread concern from above and below. for
