2014年1月3日,證監會正式發佈《上市公司監管指引第4號——上市公司實際控制人、股東、關聯方、收購人以及上市公司承諾及履行》,遏制上市公司的「白條承諾」問題。證監會稱,2012年底集中對上市公司實際控制人、股東、關聯方、收購人以及上市公司的承諾及履行事項的清理和專項檢查發現,兩市共2493家公司中有1631家公司存在未超期且未履行完畢的承諾事項,有80家公司存在超期未履行承諾的情況。尚未履行完畢承諾事項但並未超期的1631家公司中,有較多承諾事項沒有明確的履約期限,
