1995年开始全国职工医疗保险改革试点之后,1996年国务院又决定在全国58个城市扩大试点,山东省威海、潍坊二市被确定为试点城市。威海的医疗保险改革已于1997年4月1日启动,潍坊市的医改方案已上报省政府审批,拟于1998年4月1日实施。除两个试点城市以外,我省还有11个市、地的37个县、区根据国务院16号文件精神,结合本地实际,进行了各具特色的医疗保险改革。各地医改工作的进展状况如何,其中有哪些问题和成效,又应当有哪些政策准备和相应对策,分析、探讨这些问题对今后全省医疗保险改革的全面展开和不断深化具有十分重要的意义。
After the pilot reform of the nationwide staff medical insurance was started in 1995, the State Council decided in 1996 to expand the pilot projects in 58 cities in China. The two cities of Weihai and Weifang in Shandong Province were identified as pilot cities. Weihai medical insurance reform was launched on April 1, 1997, Weifang City, the medical reform program has been submitted to the provincial government for approval, to be April 1, 1998 implementation. In addition to the two pilot cities, there are 11 municipalities and 37 prefectures in our province. According to the spirit of document No. 16 of the State Council and in accordance with the local conditions, various medical insurance reforms were carried out. What are the progress of medical reform in all areas, what are the problems and the effectiveness of which, and what policy should be prepared and the corresponding countermeasures, analyze and explore these issues for the future of the province’s medical insurance reform in full swing and deepening is of great significance.
