政府权力扩张是二战后西方国家行政发展的普遍趋势,大部分发展中国家在现代化的进程中也不约而同地显现了这一趋势。全球化背景下国家事务的复杂性和突发性是其外部原因;现代社会高度分工协作的脆弱性是其根本原因。发展中国家在现代化进程中需要一个强大的政府,客观上也促使了现代政府权力的扩张。现代政府扩张的后果是:民主的危机、自由的危机和公共精神的危机。
The expansion of government power is a general trend of administrative development in Western countries after the Second World War. Most developing countries also unilaterally show this trend in the process of modernization. The complexity and suddenness of state affairs in the context of globalization are its external causes. The high degree of fragility and division of labor in modern society is the root cause. Developing countries need a strong government in the process of modernization and they objectively promote the expansion of the power of modern government. The consequences of the expansion of modern government are: a crisis of democracy, a crisis of freedom and a crisis of public spirits.
