合作医疗是一项复杂的社会系统工程,涉及面广、政策性强、制约因素多。如何抓住其中的关键环节对症下药,直接影响着该项制度的有效性和可持续性。因此必须对合作医疗的相关制度进行创新,即引入金融技术以提高资金的使用效率,充分发挥高等院校和城市退休医生的作用;建立医学人力资源制度、医院独立董事制度、医疗信用卡制度。以上措施对于解决农村合作医疗所需要的人财物供给与有效使用具有十分重要的意义。
Cooperative medical care is a complex social system project that involves a wide range of policies, strong policies, and many constraints. How to seize the key links in remedying the disease directly affects the effectiveness and sustainability of the system. Therefore, it is necessary to innovate the relevant systems of cooperative medical care, that is, the introduction of financial technology to improve the efficiency of the use of funds, give full play to the role of colleges and universities and retired doctors in cities, and establish a medical human resources system, an independent hospital director system, and a medical credit card system. The above measures are of great significance for solving the problem of the supply and effective use of people’s property required by rural cooperative medical care.
