多年来,随着经济的发展,江河的航运功能不断被弱化,受阻于一座座高峡大坝之前寸步难行,可谓“一夫当关,万夫莫开”。水资源综合利用的目标与水资源管理的政出多门,形成了一对“合”与“分”的矛盾体,始终制约着中国内河水资源利用的协调发展。不同部门的利益取向不同,导致江河功能被人为割裂。
Over the years, along with the economic development, the shipping functions of the rivers have been constantly weakened, hindered by the unbearable difficulties of the existing Gaoxia Dam, which can be described as “a husband-and-wife pass.” The goal of comprehensive utilization of water resources and the multitude of political and administrative functions of water resources management have formed a contradictory body of “one” and “one”, which has always restricted the coordinated development of the utilization of water resources in the Chinese inland waterways. The interests of different departments have different orientation, leading to the river function being artificially separated.
