农业、农村和农民问题,是关系全面建设小康社会和现代化事业全局的重大问题。农村中等职业教育怎样改革和发展,是关系能否加快解决“三农”问题的重要前提。为了更好地服务于社会主义新农村建设,2007年,河北省改革农村中等职业教育办学模式,省教育厅与省委组织部、省农办联合发文,决定在全省实施农村改革发展和农民科技致富“双带头人”培养工程,将职业教育涉农专业的招生对象扩展到具有初中毕业或同等学力的45周岁以下青壮年农民,并“送教下乡”。历经4年的探索实践,在有关领导的大力支持和专家们的悉心指导下,河北省农村中等职业教育办学模式改革日臻成熟。
