党密切联系群众动力机制的模型,由动力诱发机制、动力生成机制、动力释放机制、动力管控机制、动力测评机制这五大体系构成。动力诱发机制从党员干部牢记党的性质宗旨、树立正确群众观、增强群众感情等的主观世界改造中萌生。动力生成机制构建的基本点涵盖群众意见主导干部升迁、健全联系群众制度、加强联系群众能力建设等。动力释放机制涵盖个体化、群体化、组织化释放,有快速集中、缓慢渐进释放两种模式。动力管控机制采用教育、导引、监督、预防、惩治等手段,聚焦动力弱化、动力偏差、动力异化、动力缺失等问题。动力测评机制是由硬指标、软指标、关系指标、关联指标系统共同构成其指标体系。以此模型构建进一步强化党密切联系群众的动力,密切党同人民群众间的血肉联系。

The basic points of the power generation mechanism construction include the promotion of leading cadres by the opinions of the masses, sound linking with the mass system, and strengthening the capacity-building of the masses in connection with the masses. Power release mechanism covers individual, group, organized release, there is rapid concentration, slow and gradual release of two modes. Power management control mechanism using education, guidance, supervision, prevention, punishment and other means, focusing on power weakening, power deviation, power alienation, lack of power and other issues. The dynamic assessment mechanism is composed of hard indicators, soft indicators, relational indicators, and related indicator systems that together constitute its indicator system. This model should be used to build the impetus to further strengthen the party’s close ties with the masses and to increase the flesh-and-blood ties between the party and the people.
