地方政府负债的根源和动因在于其投资主体责任。以融资平台为载体而形成的地方政府债务具有间接性、盲目性和隐蔽性等鲜明特点。对于地方债务是放开还是继续禁止存在极大的争议。本文认为,在地方政府已经大量负债的现实情况下,在扩大地方政府发债试点、清理规范现有平台公司的基础上,在建立和完善监督约束机制的前提下,放开地方政府发债权利大于弊。
