提出一种能有效激励供电公司提高生产运营效率的改进价格上限监管模型。该模型克服了基期价格难以确定的不足,将零售价格指数改良为输变电工程价格指数,真实反映了供电公司实际投入的价格变化;综合运用数据包络分析理论和层次分析法,合理确定效率因子。电网投资因子和供电质量指标的引入则进一步发挥了价格上限模型应有的激励作用。实例分析表明,该模型可用于监管成长期电网的供电电价,而且与传统模型相比,其可操作性更强,也更易于被供电公司接受。
This paper proposes an improved price cap regulation model that can effectively encourage power supply companies to improve production and operation efficiency. The model overcomes the problem that the base price is hard to be determined. The retail price index is improved to the price index of transmission and transformation project, which truly reflects the actual price changes of power supply companies. By using data envelopment analysis theory and AHP, the efficiency is reasonably determined factor. The introduction of grid investment factor and power supply quality index further exert the incentive function that the price ceiling model should have. The case study shows that the model can be used to monitor the electricity price of grid in the growing period and is more operable and easier to be accepted by the power company than the traditional model.
