以职务工资为主要内容的结构工资制,运行已经七个年头了。在这新的工资制度建立之初,机关事业单位职工较大幅度地增加了工资,起了一定的积极作用。但是,各种不合理问题几乎伴随了新工资制度的整个运行过程。不仅改革前工资制度中的平均主义和分配不公等问题没有得到解决,而且新的问题又增添了不少。突出地表现在以下几个方面: 1.工资增长机制仍未正常。 1985年至今,我国经济取得了较大发展,也经历了严重的通货膨胀,而机关事业单位职工工资仅仅是从1989年10月起人均升一级和大部分人有条件地升两级。这样的工资增长,是极为不正常的。从宏观上看,既不是根据国民经济的增长而相应增长,也不是根据通贷膨胀的程度给职工收入以相应补偿;从微观上看,谁增
Structure wage system with job salaries as the main content has been running for seven years. From a macro point of view, it is neither based on the growth of the national economy and the corresponding increase, nor is it based on the extent of inflation to the workers to compensate for the corresponding income; microscopically, who increased
