为有效、合理和科学地开展卫生检疫,防止传染病传入传出,作者分析了我国口岸卫生检疫的现状,从中发现不足之处,寻找卫生检疫发展需解决的问题:主要为传染病筛查手段单一、检验检疫工作人员缺乏了解出入境人员资料的途径等。作者认为我国卫生检疫工作取得了一定的成绩,但一些传统做法制约着卫生检疫的发展。我国卫生检疫事业未来将面临更严峻的挑战,检验检疫执法把关的任务更加繁重。因此,必须要改革现在的通关机制,制定更为科学、合理、有效的监管措施,以适应新形势的要求。
In order to carry out health quarantine effectively, rationally and scientifically and prevent the spread of infectious diseases, the author analyzed the status quo of health quarantine in ports of China, found the shortcomings and found the problems to be solved in the development of health quarantine: the main ones are infectious diseases screening A single means, inspection and quarantine staff lack understanding of the means of entry of personnel information. The author thinks some achievements have been made in the health quarantine in our country, but some traditional practices restrict the development of health quarantine. China’s health and quarantine cause will face more severe challenges in the future, and the task of inspection and quarantine law enforcement will be more arduous. Therefore, we must reform the current customs clearance mechanism and formulate more scientific, reasonable and effective regulatory measures to meet the requirements of the new situation.
