本省今年入夏以来,雨量稀少,各地虽采取了一切办法与旱灾作斗争,但先后已发生了不同程度的旱灾,立秋以后,更趋严重。目前灾情仍在急划发展,受灾面积近千万亩,已严重的影响了今年的农业收成。现在时间已晚,秋季作物播种无望。根据目前情况旱灾已成定局,如果再继续半月不雨,全省将会成为大灾。假如出现这种情况,则我省今年农业总收获量不但不能增加而且还要大为减少,严重的影响到广大人民的生活,对于我省明年的大生产运动,国防建设,经济建设,以及社会改革社会治安等重大工作,也将会产生很大的影响。因此,要求各级政府必须以抗旱备荒及早发动群众扩大冬种为当前中心任务,必须抓紧时机,解决以下问题:

Therefore, it is demanded that governments at all levels must mobilize the masses to expand their winter seed centers as their current central task as early as possible and must seize the opportunity to solve the following problems:
