我国近年来城镇化发展迅速,但攀升的城镇化发展指数下出现了大城市的繁荣和农村的凋弊现象,导致城镇化发展的不完整和不可持续。本文对目前的城镇化指标和动因提出了质疑。我国城镇化的内涵不应仅以流动人口的居住作为指标,还要考虑农民工的社会权利,并且加入社会质量的维度。同时城镇化的发展路径要根据城乡一体化的原则,拓展从农村出发的城镇化,打通城镇化发展之双向建设路径;应用社会政策导向,启动社会投资,发展农村经济,建设农民家园。
In recent years, China’s urbanization has developed rapidly. However, under the rising urbanization index, the prosperity of big cities and the rural malpractice have led to the incomplete and unsustainable development of urbanization. This article questions the current urbanization indicators and motivation. The connotation of urbanization in our country should not only regard the residence of floating population as an indicator, but also consider the social rights of migrant workers and join the dimensions of social quality. At the same time, the path of urbanization should be based on the principle of integration of urban and rural areas, expand the urbanization proceeding from rural areas and open up the two-way path of urbanization development; use social policy orientation to start social investment, develop rural economy and build farmer homestead.
