辽宁省出版总社为整顿期刊和调整定价,于3月30日发出辽出字[1985]28号文——关于重新办理期刊登记的通知。通知要求各杂志社、期刊编辑部要重新申请办理期刊登记:“对经审查符合国务院关于继续办刊规定的,重新确定期刊登记号,过期不重新办理登记者,吊销期刊登记号。”“重新办理期刊登记时,须持本刊物盈亏情况报告,按隶属关系分别由主管的中央部委、主管的省、市厅、局领导批准。……” 我院按上述通知要求,于四月下旬,向机械工业部教育局提出一份申请报告。认为《学报》是我院的一份重要学术档案和科技信息的载体,是反映我院科研和学术水平的一个明显窗口。《学报》属高等学校智力投资性的非营业性刊物。因为我院《学报》是综合性的理论
