本文通过对美国医疗支出现状的描述,现行医保制度背后相关利益集团的行为分析,解释医疗支出高的原因。并且试图用经济学原理解释美国卫生体制高投入,低产出之迷,提出卫生服务系统的规划要考虑成本控制措施,发达国家的今天在某种程度上反映了发展中国家的明天,因此,了解发达国家医疗卫生体制以及改革过程中所面临的问题以及亮点所在,前瞻性地研究中国医疗卫生体制改革,对其推进大有裨益。
Based on the description of the present state of medical expenditure in the United States and the behavior analysis of relevant interest groups behind the current medical insurance system, this article explains the reasons for the high medical expenditure. At the same time, trying to explain the high input and low output fans of the U.S. health system with the principle of economics, it is suggested that the cost control measures should be taken in the planning of the health service system. The developed countries today reflect to some extent the future of developing countries. Therefore, Understanding the health care system in developed countries and the problems facing the reform process as well as highlighting the prospective study of the reform of China’s health care system will be of great help to its progress.
