我国社会转型加速时期,社会民生问题出现了新的变化。现阶段解决社会民生问题最直接的途径是建立实施有效的社会福利制度。但中国社会福利制度在社会转型中的积极作用没有得到充分的发挥。其原因主要是我们对关涉社会福利的五个基本问题没有做到恰当的认识与处理。针对转型加速时期的民生问题,应当确立以民生为本位的社会福利价值取向;定位以社会建设为目标的社会福利核心功能;明确以制度转型为重点的社会福利改革方向;加强以福利服务为重心的社会福利发展重点;创新以多元合作为机制的社会福利推进策略。
In an era of accelerating social transformation in our country, new changes have taken place in the social livelihood issues. The most direct way to solve the problem of social livelihood at this stage is to establish and implement an effective social welfare system. However, the active role of China’s social welfare system in social transformation has not been fully realized. The reason is mainly that we did not properly understand and handle the five basic issues concerning social welfare. In view of the people’s livelihood during the accelerated transition period, the value orientation of social welfare based on people’s livelihood should be established. The core function of social welfare targeting at social construction should be located. The direction of social welfare reform focusing on system transformation should be clarified. Focusing on welfare services should be strengthened Focus on social welfare development and innovate a social welfare promotion strategy based on the multiple cooperation mechanism.
