2010年3月新一轮的援疆工作在党中央的指导和带领下火热展开,中央及各省市的大规模的援疆资金源源不断地涌入新疆。因此,加强对援疆资金的使用成为了当下新疆全区上下的重要工作之一。本文首先分析了类似的专项资金使用过程中出现的问题和不足,在此基础上,笔者认为必须以科学发展观为指导,坚持以人为本,创新援疆资金的使用策略,提高资金的使用效率。
In March 2010, a new round of aid to Xinjiang came into the fire under the guidance and leadership of the Central Party Committee. The large-scale aid fund from Central and other provinces and municipalities flooded into Xinjiang continuously. Therefore, strengthening the use of funds from Xinjiang has become one of the most important tasks in the entire Xinjiang region nowadays. This paper first analyzes the problems and shortcomings in the use of similar special funds. On this basis, I think we must take the scientific development concept as a guide, adhere to the people-oriented, innovative use of funds to aid Xinjiang strategy to improve the efficiency of the use of funds.
