风险社会的出现是现代化和全球化的必然结果,它具有不确定性、全球现代性、责任不明性等普遍特征。我国现代化过程中,社会风险的根源和特点互为表里,主要表现为历时态风险的共时性存在、结构性风险的过程化表现、复合型风险的并发性出现、累积性风险的突然性爆发。在探明我国社会风险成因与特点的基础上,应立足构建社会主义和谐社会的实践,树立现代风险意识,强化责任政府职能,重视社会政策建设。
The emergence of a risk society is the inevitable result of modernization and globalization. It has such general characteristics as uncertainty, global modernity and unclear responsibility. In the course of China’s modernization, the root causes and characteristics of social risk are interdependent, which mainly include the synchronic existence of diachronic risk, the process of structural risk, the concurrency of compound risk, the suddenness of cumulative risk break out. On the basis of ascertaining the causes and characteristics of social risk in our country, we should base ourselves on the practice of building a harmonious socialist society, establish a sense of modern risk, strengthen the responsibility of government functions, and attach importance to the construction of social policies.
