近年来,江苏省南通市财政局以制度建设为抓手,前移财政监督关口,从源头上提升财政监督的有效性,初步构建了财政大监督框架体系,成效显著。在2011年9月召开的全国财政监督工作会议上,南通市财政局进行大会发言,介绍了其经验。会议期间,本刊专访了南通市财政局局长施建中,请其介绍经验,为各地构建大监督体系提供借鉴。
In recent years, the Finance Bureau of Nantong City, Jiangsu Province, has taken the construction of the system as its starting point and moved the gate of financial supervision to enhance the effectiveness of financial supervision from the source. The framework of the system of oversight of the financial administration has been basically constructed with remarkable results. At the national financial supervision work conference held in September 2011, Nantong Finance Bureau made a speech and introduced its experience. During the meeting, the magazine interviewed Shi Jianzhong, director of the Finance Bureau of Nantong City, asking him to introduce his experience and provide references for building a large supervisory system in various places.
