一直以来,作为承灾体的建筑生产线,如何降低其脆弱性,提高应对自然灾害的能力,始终是各级政府关心和需要解决的问题。广西政府在开展抗灾救济的实践活动中,将工作重点从灾后的应急救助转变为加强灾前承灾体的防御建设,从提高房屋承受灾害风险能力入手,建稳固的水泥砖一方面有效地降低了承灾体灾害过程中的脆弱性,另一方面有利于较快实现灾区的恢复生产。
