各市、州、县人民政府,省政府各厅委、各直属机构:《湖南省矿产资源总体规划(2000—2010年)》(以下简称《规划》)已经国土资源部批准,现予发布,并就有关问题通知如下:一、《规划》是我省矿产资源勘查、开发利用、保护和管理工作的重要依据,各级各有关部门必须认真组织实施。二、各地要按照资源利用“有序有偿、供需平衡、结构优化、集约高效”的要求和“在保护中开发,在开发中保护”的方针,正确处理好矿产资源勘查、开发利用与保护中存在的问题。矿产资源勘查、开发利用和矿产生态环境保护必须遵循和符合《规划》的要求。各级政府要加强对《规划》执行情
