文章选取全国各省市2012~2013年的财政支出及各省市财政收入、年末总人数、第三产业总产值和各地图书馆馆数数据,通过分析这些经济因子、社会因子与财政支出因子之间的相互关系,探究这些数量化指标对财政支出的影响,以建立经济计量模型,为各省市财政支出政策提供理论依据。实证研究表明:各省市要积极消除财政赤字,达到收支平衡;严格控制人口增长调整人口老龄化结构;积极发展第三产业;增加财政在文化方面的支出。
This paper selects the fiscal expenditures of each province and municipality from 2012 to 2013 and the fiscal revenue of each province and municipality, the total number of people at the end of the year, the gross output value of tertiary industry and the number of libraries in different places. By analyzing the relationship between these economic factors, social factors and fiscal expenditure factors And explore the impact of these quantitative indicators on the financial expenditure in order to establish econometric model and provide a theoretical basis for the fiscal expenditure policies of all provinces and cities. Empirical studies show that: All provinces and municipalities should actively eliminate the fiscal deficit to reach the balance of payments; strictly control population growth and adjust the population aging structure; actively develop the tertiary industry; and increase the financial expenditure on the economy.
