水土保持生态建设项目监理是一项新生事物,可借鉴的经验不多,各种法律、法规、规程、规章不健全,没有水保监理规范依据。依据工作经验,对水土保持生态建设项目监理进行了探讨,其中:质量控制主要采用重点控制与巡视检查控制相结合的方法;投资控制主要控制中央投资和郑州市财政拨到建设单位账上的配套资金,中央投资向建设单位拨付严格实行报账制,建设单位向承建单位支付严格按施工合同执行。
